If a user is having issues that their Windows Hello PIN will not let them change the devices PIN please follow the steps below:
1. Go to Settings > Accounts > Sign in options > Windows Hello PIN > Change
2. If the user is not able to enter in a New Pin or Confirm PIN please move to step 3.
3. Please ensure that the user has ticked box "Include letters and symbols"
4. User should be able to change the Windows Hello PIN and start using the new device PIN
